This paper describes the possibilities for including two new spearheads from the 1991 Dutch Multi Year Programme on Road Safety (MPV) in the Policy Information System for Road Safety (BIS-V). These spearheads are: (1) cyclists and moped riders; and (2) heavy traffic. The SWOV Institute for Road Safety Research has been conducting two studies that are concerned with the spearheads. The two studies are as follows: (i) the road hazard analysis of freight traffic; and (ii) the safety of both cyclists and moped riders. Both studies can give an answer to the following questions: (a) Which data on cyclists, moped riders, and heavy traffic are at this moment available; (b) How can useful indicators for policy be deduced from the available data; and (c) how can these indicators be dealt with? The paper also provides an insight into: (1) the reliability of the available data; (2) the frequency with which the data are collected; and (3) whether the continuity of collecting the data is guaranteed in any way.
