Within the actual federal organisation of the Belgian state, the Flemish transport minister is responsible for de regional roads (motorways and former national highways), but he has no competencies for de municipal road networks. To realise a coherent traffic policy covering all of the regional and municipal roads, the Flemish transport minister signs mobility conventions with the municipal authorities. As a consequence, a central guidance appears for a lot of concrete traffic measures, taken at the municipal level. This paper deals with the functioning of this new policy tool, and concentrates special attention on the possibilities it may offer to improve road safety. (A)
