The "new" infrastructure debate has two "new" elements; the role of infrastructure in the European integration and the social costs of the construction and use of infrastructure. This article is focussed on the second theme. Some preliminary research is done to impute the price of social costs to the overall transport costs of commodity transport for all modes of transport.
