This paper describes how the present Recommendations for Public Lighting (part 1) was brought about to succeed the 1974 edition of the Directions and Recommendations for Public Lighting. Emphasis is put on justified public lighting with regard to energy consumption. To this end e.g. a suitable classification of roads, streets, etc. was set up.
