This report is the first step towards developing a methodology for designing multimodal transport system and networks in passenger transport. This is based on the premise that individual transport system complement each other and that transport systems must be connected in such a way that travellers can minimise their travelling time. Various categories of multimodal hubs can be distinguished and location criteria have been set for each hub. Usually transport systems of different levels of scale are connected at multimodal hubs. As far as the location of the hubs is concerned, the rule of thumb applied that transport system of the higher level of scale determines the conditions for connecting the transport systems. The design must take into account the number of 'urban portals' and the number and location of the P+IC/IR stations (IC = intercity trains, IR = express trains). Integration must also be taken into account in the design. In many cases existing infrastructures must be connected to each other in an urban setting. Multimodality also offers new opportunities to improve the transport system. Two new multimodal concepts have been developed: `Randstad portals' and the `P + IR' concept. (A)
