In a number of recent studies roadside surveys and traffic counts have been carried out in order to collect data on long-distance traffic and the routes followed by this traffic. After data collection and data checking, the first task is to estimate an OD matrix which is in maximum agreement with the counts and the surveys. This paper deals with a number of techniques in current use, introduces a method based on the sampling theory, and shows that the latter technique is preferable.
