This paper was presented at the `Planning for Congestion Management' session. This paper describes the process by which the Greater Toronto Area (GTA) High Occupancy Vehicle (HOV) Strategy was developed and the resulting structure of the GTA HOV plan. The process was highly consultative and involved input from all of the participating jurisdictions in the GTA. It included establishing regional criteria, assessing generic HOV networks, defining the GTA HOV network structure and agreeing on initial implementation priorities. The study also identified the critical support structure required to implement and maintain the GTA HOV network: education, marketing and communications; area-wide ridesharing and TDM program; enforcement; planning and implementation programs. The recommendations of the GTA HOV Strategy were supported by all of the participating agencies and will soon be taken forward to the decision-makers in each agency. (A)
