Highway capacity analysis with weather condition.

There are many congestion points where the highway structure is considered as one of the main factors of congestion in Japan. The relationship between the structure and the capacity should be analyzed in order to decrease the influence of structural problems on the highway. Moreover, weather conditions are considered as another factor of congestion. But there are few studies which mention the relationship between the weather conditions and highway capacity. This paper analyses this by modelling the highway capacity considering the road structure and weather conditions. The data on traffic count and the volume of precipitation were used in the model. The K-V function is estimated using the variables of precipitation, curvature, clothoid and gradient. The estimation results of the model proved to be very basic and rewarding. Significant results, such as the confirmation of the difference of the road capacity when there is a change in the weather conditions as well as the effect of permeable pavement were found.
