This Transportation Research Record contains 17 papers on the subject of highway capacity and quality of service. Specific topics discussed are as follows: variability in traffic flow quality; analysis of signalized approaches; including exiting vehicles in roundabout capacity estimation; rural freeway level of service; two-lane rural highway in Germany; predicting travel speed on urban arterials; measures of effectiveness for level-of service assessment of two-lane roads; all-way stop-controlled intersection queue length models; "Highway Capacity Manual" delay for signalized intersections; saturation flow rate; stochastic processes of moving bottlenecks; evaluating toll plaza operations; sensitivity of simulated capacity to modification of VISSIM driver behavior parameters; performance measures for two-lane expressways in Japan; capacity of small roundabouts; delay-based passenger car equivalencies for urban transit buses; and blocked time of permitted left turn lane group. The 2006 series of the Transportation Research Record: Journal of the Transportation Research Board consists of approximately 820 papers selected from 2,800 submissions after rigorous peer review. The peer review for each paper published in this volume was coordinated by the sponsoring committee acknowledged at the end of the text; members of the sponsoring committees for the papers in this volume are listed on page II.
