The third edition of the manual is intended to reflect over two decades of comprehensive research into techniques for estimating highway capacity. The procedures and methodologies presented in the manual have been developed from empirical research carried out during this period. Chapters repersent revisions and updates of material contained in the earlier editions reflecting changes in travel characteristics and the information needed to conduct highway capacity analyses. Information is presented in the following parts: 1) principles of capacity: introduction, definitions and concepts, applications; 2) freeways: basic freeway segments, weaving areas, ramps and ramp junctions, freeway systems; 3) rural highways: multilane highways, two-lane highways; 4) urban streets: signalized intersections, unsignalized intersections, urban and suburban arterials, transit capacity, pedestrians, bicycles.
