Following a brief description of the problems arising from public financing of road infrastructures in Spain, this paper presents different financing models that try to encourage the participation of private enterprise, such as the shadow tolls system, the turn-key purchasing contract with payment deferment, the agency or public entity system with indebtedness capacity, and the Public-Private Participation Policy (PPP). The presentation concludes with measures approved with the State budget for 1997, which in practice imply a change in the outlook in the financing of infrastructures in Spain. (A)
