Four years ago Transit New Zealand began trialling two types of performance based maintenance contracts: 10 year Performance Specified Maintenance Contracts (PSMC) and 5 year 'Hybrid Contracts' which are performance based both for the consultant and contractor with generally the same key performance measures. A decision was made by Transit after consultation with the Industry to trial the 'Hybrid' model in the Coastal Otago area of the New Zealand State Highway Network of some 750km's. This contract was to be the largest hybrid trial, both in length and scope of maintenance activities. This paper describes the challenge of bringing together fifty people from different backgrounds, cultures, and with different goals and objectives, into a high performing team which utilises the strengths of many to focus on achieving a common goal. Not surprisingly with such diverse cultures and attitudes there were a number of hurdles to overcome in the first two years of the contract in developing the team. There is still more work ahead to meet the team goal of having one of the best performing highway asset management teams.
