Recognizing that the State Highway Safety Agencies are in various stages of the transition to a management process, the guidelines are intended to assist in improving, present procedures, establishing a systematic way to manage the safety program. These Management Process Guidelines provide criteria to institutionalise the SHSA management functions and related organizational structures.
