To overcome the problem of design and control aspects of the highway transportation system, specific examples in which deficiencies exists, are given: design of the area immediately adjacent to the road, design of freeway ingress and egress, uniform ramp design, traffic capacity, road alignment and poor sight distance, freeway access and movement of emergency vehicles, service, rest and recreational facilities. Deficiencies in traffic control are also described.
