This paper reviews the major points in the legislative development of Section 504 of the Rehabilitation Act of 1973 and the subsequent efforts at implementation of that Section in the fields of public and specialized transportation. The 1971 White House Conference on Aging and a series of preceding and succeeding events addressing the mobility problems of the elderlyand handicapped provided the necessary stimulus to spur the United StatesCongress to consider passage of a series of amendments and statutes whichhad the intent of improving transportation services for the elderly and the handicapped.
