Hamilton's Integrated Transportation Strategy (HITS) was developed to provide a means to improve the transportation environment of Hamilton, a city (120,000 population) in the central north island of New Zealand. HITS is intended to assist Hamilton City Council in managing land use and transportation to avoid problems resulting from transport, such as congestion, which are already evident in larger cities before they become significant in Hamilton. HITS considers the existing transportation and land use environment, recognises technical advances, society trends, community consultation and identifies the most likely transportation future for Hamilton. It identifies a vision and a series of strategic directions for factors influencing transportation in the city. These directions are then used to develop strategic actions to achieve the vision. A database has been developed to co-ordinate and report the implementation of HITS. The principles of HITS are now being incorporated into the Regional Land Transport Strategy. This paper describes the background to the HITS strategy; the strategic directions and strategic actions within HITS, and the challenges and lessons which arose in the process. (a)
