Traffic intensities very each moment. If these intensities can be couples in a logical way to human activity patterns or as soon as the fluctuations repeal themselves within a certain period in following corresponding periods than can be spoken of a certain consistency in the traffic process. To get an insight in these consistency the arising of traffic flows must be studied by the deterministic or stochastic approach.
