This paper was presented at the "Guide and information signing" session. These proceedings are available on CD-ROM. The Trans Canada Highway leading to the Horseshoe Bay Ferry Terminal (B.C.) is so overloaded during peak travel periods that driving becomes difficult and dangerous. McElhanney Consulting Services was hired to develop an improved access traffic control plan. Both short and long term plans were developed. The short term plan included revising roadside signing, temporary re-routing of traffic, speed reduction, among other things, and the results were favourable. The long term plan will involve significant physical changes to the highway and will take 2-5 years to implement.
