Increasing traffic demands and incidents associated with tidal flow operation on the Houghton Highway require construction of a second road bridge in the near future. In a detailed planning study in 2004 to investigate the most appropriate bridge duplication strategy for the existing Houghton Highway road bridge, alternative options for pedestrian/cyclist pathways were explored, either on a refurbished Hornibrook Bridge or on a separated pedestrian/cycle pathway on the new bridge structure. Competing priorities for preservation of the Homibrook Bridge and asset management efficiency for the overall corridor ultimately proved to be a critical factor in the process of determining the most appropriate bridge duplication strategy. Conventional benefit-cost analysis of options was unable to identify a preferred bridge outcome and it was concluded that it would be essential to first further determine the preferred outcome for the old Homibrook Bridge, before the best bridge duplication strategy could be determined.
