Norwegian transport policy aims at efficient, safe, service minded and environmental friendly transport. Multimodal ITS, covering all transport sectors, may be a cost effective contribution to reach the desired results. Development of multimodal ITS must be done by experienced people who can provide knowledge and force to the processes The development of multimodal ITS (for aviation, road, rail and sea transport) requires horizontal, vertical and geographical networks of people and organisations. The collaboration processes require time and dedication from participants. Fruitful co-operation may also contribute to the creation of new processes that enable political measures and further fulfilment of political objectives. This paper describes lessons learned in order to accomplish successful processes towards ITS for multimodal transport. For the covering abstract see ITRD E134653.
