Urban public transport systems cannot be viewed in the same way as many other commercial activities prevalent in major towns and cities. They form a mainstay of transport policy, operating under the pressure of limited urban space. In order to fulfil their role, the organisation, management and funding of urban transport systems necessitate a close working partnership between government and transport operator(s). The range of transport modes in service should be appropriate to both urban planning and local economies. (A) The French title of the paper is: "Comment réaliser les transports publics "spicy".
