Urban public transport systems cannot be viewed in the same way as many other commercial activities prevalent in major towns and cities. They form a mainstay of transport policy, operating under the pressure of limited urban space. In order to fulfil their role, the organisation, management and funding of urban transport systems necessitate a close working partnership between government and transport operator(s).
