In 2000 PIARC Committee C16 produced an acclaimed guidebook on how to get the most out of ITS. They are now producing a handbook on how best to operate road networks with the help of ITS and they are also looking to produce a guide to operating network without the help of ITS. There are millions of kilometres of road network throughout the world that would operate better if more investments were made in the traditional areas of network operation such as: road geometry and road condition; road rule training and policing; static traffic management; vehicle attributes such as truck mass and dimension limits; user information. This paper also explores the issue of road network operation with the view to better understanding it and how it needs to be approached. It also makes the case for giving more thought to how best to accommodate freight carrying vehicles as they are often half the purpose of having the network.
