This paper lists the main factors which slow down the progress in accident investigation and suggests a definition of accident proneness which might be useful for further investigation. It is hoped that the definition might stop the discussion about "accident proneness". There are many reasons why the progress in accident investigation is relatively slow. The author classifies these reasons in 3 categories: administrative, methodological and social reasons. Models of accident proneness are discussed. (A)
