This paper presents a model action plan for Local Technical Assistance Program (LTAPs) interested in integrating the teaching of intelligent transportation systems (ITS) concepts, technologies, and applications into theirannual work program. In addition, the strengths, weaknesses, opportunities, and threats associated with the integration of ITS into the work program are reviewed. An underlying premise on which the integration of ITS is recommended for inclusion into LTAP annual work programs is that there are numerous ongoing ITS related learning activities underway both on campus and off campus including education, training, and other learning activitiesoffered through government agencies, national institutes, professional organizations, and industry and that the LTAP will promote the use of these ongoing activities fully to meet the urgent, immediate ITS learning needs of local officials before developing new learning activities.
