The report describes how information on the movements of goods and goods vehicles in Kingston-upon-Hull was collected and how an existing freight model was modified and improved to predict the likely effects of controls on such vehicles. Four types of control were considered, 'no entry', 'no entry except for access', 'no loading or unloading' and 'use designated routes'; they can be applied to different weights of vehicle and to different parts of the city and, except for the last, at different times of the day. Surveys of the attitudes of vehicle operators, individually and in groups, were also made to discover how they would modify their operations if faced with particular controls. The computer model identifies vehicle journeys which would be affected by a given control and replaces them with other journeys which would be unaffected. Changes in traffic flows and journey costs are calculated from the changes in journeys. (Author/publisher)
