Samenvatting

The BestPoint project aims to collect, analyse, summarize and disseminate recommendable practices for an effective and manageable Demerit Point System (DPS) as well as to identify potential further steps towards harmonisation at European level. The current Deliverable is the second public Deliverable of the project and provides a description of the effectiveness and usefulness of various types of DPS and their specific features. Existing DPSs substantially vary in the organisation, the administration, types of violations included, the number of points related to these violations, and the means to regain the licence to drive. The main aim of the work reported in the current Deliverable was to identify those features and elements that make a DPS as effective as possible. This Deliverable builds on the first BestPoint Deliverable that provided an extensive overview of the features of the current DPSs in Europe as well as the experiences and opinions of national experts about its usefulness and effectiveness.
