This report develops a set of operational definitions forthree unsafe driving actions (UDAs): speedmg, followingtoo closely, and driving left of center. ihe definitionsflow Erom a methodological development and from an analy-sis of the literature and accident files at HSRI. Riskstatements for these UDAs also are developed, along witha description of the circumstances under which the UDAsoccur. The matter of driver consciousness of committing./.each UDA is discussed. It is recommended that the speedUDA be the target for countermeasure development in thisproject.
