The manual describes and illustrates the procedure develop for identifying hazardous locations on all highway facilities except freeways and in the CBD. A Hazardousness Rating Formula (HRF) is presented which provides a means for arriving at a Hazardousness Index for any suspect site. Data requirements and collection procedures are defined and the necessary charts and computation forms are presented.
