The Harmony Institute has conducted a national evaluation of Breath Alcohol Ignition Interlock Devices (BAIIDs). Information was obtained from all 50 states and the District of Columbia on the current status of BAIID use in each state. All completed and published research was reviewed and the researchers contacted for additional information. Site visits were made to Service Centres which install BAIIDs, and their personnel and some users were interviewed. Three Newsletters on BAIIDs were published, and all leads to additional information were followed up, including several foreign contacts. Small surveys were conducted of users, judges, state police/public safety officers and defence attorneys (of DUI drivers). All of the information from these efforts was used as reference material to produce this report. The report is organised in the following chapters: (I) Introduction: Drinking, Driving and Interlock; (II) Study Design; (III) Description of Breath Alcohol Ignition Interlock Devices and Their Use; (IV) National Highway Traffic Safety Administration; (V) Evaluation of BAIIDs: Summary of the Study Results of Others; (VI) Ignition Interlock Attitude Surveys; and (VII) Summary, Conclusions, Recommendations. There are three appendices: (A) State and Local Programs Using BAIIDs; (B) Reports Available from Harmony Institute, National Safety Council, Manufacturers of BAIIDs, and Insurance References; and (C) Interlock Use in Other Countries.
