Since 1982 the Dutch Ministry of Agriculture and Fisheries has made cost- effectiveness analysis of plan alternatives a standard part of the preparation procedure for land devel- opment projects. Recently a working group has elaborated the methodregarding impacts of road improvement and produced a draft manual which is currently being tested in practice.
