The increasing participation of light goods vehicles (LGV) in road traffic, especially considering the growth of courier and express services is of growing concern for road safety in recent years. In the last years, both the number of LGV and their participation in accidents increased. Therefore, the objectives of this subproject were to • analyse the scope of the problem in Europe (EU25), • identify and define road safety measures for LGV, • carry out cost-benefit-analyses for each measure, • derive recommendations on the implementation of road safety measures dedicated to LGV. The term LGV used in this report means a commercial vehicle used for the carriage of goods with a maximum weight of more than 1 and less than 3.5 t (vehicles of category N1, Council Directive 70/156/EEC). A driving licence of category “B” (Council Directive 91/439/EEC) is required. In comparison to the year 1995 the total stock of LGV in 2002 in Europe (EU25) increased by 36% (a growth of around 1 Million LGV per year). In the same period the total vehicle stock grew by around 20%. Most of the models can drive high speeds: the max. speed varies between 90 km/h and 205 km/h. It is obvious that speed limiters do not belong to the standard systems available for LGVs in Europe. ESP and brake assistant systems (BAS) seem to be no standard equipment for LGVs yet. It is obvious that definitely less than 10% of the LGV stock is equipped with ESP or BAS. ABS systems are widely spread over the LGV market; but it is conspicuous that a lot of the more smaller vehicles are not equipped with this safety system.
