Through a study of the impact of fares on transit usage, the paper has attempted to show that (1) fare increases have been very modest or nonexistent, when expressed in constant dollars; (2) while auto ownership and transit usage are interrelated, the experience indicates that many external factors, such as population and employment losses, have impacted the transit system more than increasing auto ownership rates.
