This paper was presented at the `Environmental management planning for sustainable transportation' session. The primary objective of this paper is to provide a picture of the major sources of greenhouse gas emissions from urban transportation and, from this, to develop and evaluate a number of packages of options to achieve the Kyoto target reductions. Initially, eleven individual measures are examined in terms of their GHG reduction potential. These measures include fuel taxes, corporate average fuel efficiency standards (CAFE/CAFC), feebates, and various transportation demand management and technology measures. Based on the finding that no single measure would lead to the achievement of the Kyoto target, three integrated packages of options were developed and assessed.
