Many jurisdictions are currently considering alcohol interlock programs for first offenders. There is a wealth of information that is relevant to this decision-making process and much can be learned from jurisdictions that have already implemented a program. This case study is designed to assist jurisdictions in understanding the issues that are relevant to the decision-making process. It also illustrates the importance of translating legislation and policy into meaningful practices and procedures at an operational level to ensure full program participation. It contains a descriptive summary of the scope and breadth of activity in Illinois associated with implementing a first offender interlock program. It also compares the experience in Illinois with the experiences in four other jurisdictions representing a diversity of alcohol interlock programs. These states include Colorado, Nebraska, New York and Washington. (Author/publisher)
