The implementation of city transportation strategies : a planning perspective.

This paper examines the problems of achieving the integrated implementation of transport strategies and their relationship to the city planning process which should be central to their realisation. Particular problems identified are a) a lack of integration of city planning with transport planning, b) the funding and bidding mechanisms used, c) local government structures and administrative capabilities and d) an absence of experience of the integrated implementation of strategies. Past and current policies are briefly examined with reference to the Leeds Metropolitan area. The effects of Planning Policy Guidance No. 13 and the package bid approach are discussed. The relationship between development plans and transportation strategies is considered.
