This paper defines the desirable requirements of a Pavement Management System (PMS). It describes the major stages in the implementation of such a system and highlights the benefits which accrue to the user. Three users describe their experience of using the WDM PMS and the authors detail their experience of the implementation process as suppliers to more than 20 users in five countries. The authors conclude that a successful PMS encompasses not just the traditional view of a computer database and applications software, but must also include an integrated range of equipment for collecting condition data linked with proven techniques for establishing reliable performance models calibrated to the local conditions.
