Implementing bridge total management systems incorporating non-destructive testing.

A new comprehensive Bridge Total Management Program has been implemented for the Regional Municipality of Peel, adjacent to Metropolitan Toronto. The new system employs testing of the predominantly concrete structures utilizing Impact Echo Testing, Ground Penetrating Radar, rebound hammer, half-cell determination of corrosion potential and limited coring to establish chloride penetration and a comprehensive computer based management program which provides database, reporting and project and network analysis functions. The computer program is used to provide life cycle cost analysis and to generate rehabilitation recommendations. The system employs a deterministic approach based on the needs of the structures. These needs were determined through detailed field investigations utilizing non-destructive techniques. Various budget scenarios are applied to these needs and the resulting combination of treatments with the greatest benefits are determined and recommended. Future scenarios are generated based on predictive models called performance curves which determine the future state of a structure. The previous system of management, common to many jurisdictions, consisted of a mixed paper and computer based inventory system. This inventory type of management system functions on a reactive basis. Only structures earmarked for rehabilitation were scheduled for condition surveys to determine the extent of deterioration. This type of management can be characterized as rehabilitation-oriented and short-term budget driven. The implemented program and procedures have changed the method of management from a reactive system to a sophisticated, yet easily maintained proactive maintenance and rehabilitation program. (A)
