Congestion remains a challenge for many European cities. Considerable resources have been expended in search of solutions: encouraging transfer of trips to other modes, introducing traffic control measures etc, but such approaches have proved only partially successful. Road pricing addresses the problem, and significant decreases in congestion levels have been obtained in implemented schemes. Even so, very few decision makers in European cities have publicly declared that they will implement road pricing. This paper reports the results from the EC project, CURACAO, which identified the barriers to road pricing implementation, and worked with cities to overcome them.
