Samenvatting

The strong deterrent effect of publicly-announced court policies is described. They have always been geared to an actual, not an imaginary, need and they have been well enough spaced and sufficiently varied in purpose to produce the desired impact. A civic organization with no axe to grind is in a stronger position than a governmental agency to obtain the publicity needed to build acceptance and support of traffic safety projects.
