The HANNIBAL Project was a major demonstration project within the European Commission's 4th Framework Transport Telematics Applications Research Programme, aimed at improving cross-border traffic management and user information along an important Transalpine corridor. The major objective was to create, develop, demonstrate and validate several advanced transport telematics applications in order to improve traffic management capabilities and continuity of information for the user along the motorway corridor between Paris and Trieste. The project ran for three and a half years, from 1996 to 1999. This paper focuses on the results of the demonstration of a Franco-Italian cross-border traffic and data information exchange network and the establishment of cross-border routes and strategies to alleviate congestion in the event that either the Mont Blanc or Frejus tunnel is closed for an extended period of time.
