Because of the nature of the young driver problem, a way must be found to gradually integrate novice drivers into the traffic environment in a manner that enables them to gain knowledge, skill, and experience over a period of time under controlled conditions. In particular, their exposure to high risk situations (such as nighttime driving) should be reduced until they have acquired the necessary knowledge and skill to operate a motor vehicle safely. In addition, the manner in which they learn driving skills should be enhanced, for example, by the use of parent and/or guardian supervised driving practice. A provisional driver licensing system will accomplish this. This report presents an improved provisional driver license program developed by the American Association of Motor Vehicle Administrators Driver License and Driver Control Committee. It is designed to improve novice driver entry into the traffic system. The report was prepared specifically for the "Guidelines for Motor Vehicle Administrators" series.
