The use of visual science data to provide the basic understanding of visibility which in turn leads to advances in illumination engineering technology has a long and useful life since the beginning in the 1920s. Still, much remains to be learned. One approach is the development of specialized equipment, in this case two new instruments are proposed, one psychophysical, one physical. A brief description of each with some examples are given.
