This paper reports the development of a safety assessment model for railway level crossing (RLC). Various analytical models have been attempted by using both quantitative and qualitative analyses. However, there is little effort that has been directed to investigate the interaction between RLC users and the surrounding environment of RLC. In this paper, the transition of potential accident modelling from classical approach to a more current approach in reliability and safety studies is presented. The aim of the research is to study the perspective of petri nets applications for RLC safety modelling. An improved methodology development in RLC safety systems by using petri nets approach is proposed. The component of basic concept of safety engineering: engineering infrastructure, level crossing surrounding environment and human factors are considered in the proposed model.
