This paper develops a new range policy. The adaptive cruise control (ACC)vehicles with the new policy are studied both on a circular road and on ahighway with an on-ramp using cellular automaton model. Simulation is conducted with self-made program using C++ programming language. It is found that the new range policy can support both large flow rate on highway withon-ramp and large average velocity in the intermediate density range, which not only maintains the advantage but also overcomes the shortcoming of both constant time headway (CTH) policy and a previously proposed nonlinear range policy.
