Throughout the years, the safety of motorists has been a primary objective in highway design. This role of safety has almost singularly been reflected in highway design through the designs policies and standards adopted by agencies. Extensive research has been conducted on various aspects of the relationship among highway elements and safety. Methods have been developed to analyse designs with respect to principles of human factors which support safe driving. However, designers may not systematically apply the knowledge that exists because they either are not aware of it or do not have the adequate tools to apply it. A major objective of this project is to identify what information designers need during the design process that will allow them to make decisions which will result in the safest feasible highway. Another objective is to develop concepts for a system that can deliver the desired information in a manner that will be most useful to the decision maker. This document is the product of an extensive literature review based upon the work of the project team and using the work of two other related projects of recent date (Economic analysis of highway safety data, FHWA Project DTFH61-91-00051, and Effect of highway standards on safety, NCHRP Project 17-9).
