Improvements in understanding, calibrating and applying the opportunity model.

This paper discusses the improved understanding of the Opportunity Model which has resulted from the application of the model to small areas. It also explains the calibration methods developed and the results obtained with these methods.The Opportunity Model itself, rather than the Cats assignment system, which uses the model, is the major subject of the paper.
