The Fremantle city centre was not designed to cater for car traffic and is currently experiencing traffic congestion and spillover parking on weekends. In searching for ways to improve accessibility of the city centre and reduce the impacts of car traffic, the City of Fremantle has conducted four independent projects: a "Free Transit Zone", Fremantle Clipper Service, trial closure of South Terrace on Sundays and the Fremantle City Centre Parking Strategy. Evaluation has revealed that these projects have not had a significant impact on increasing the use of public transport, reducing parking demand and traffic circulation, or changing community attitudes towards sustainable transport.
