Improving children's quality of life through transport policy : a government perspective.

This paper puts forward the government's approach to reducing road accidents involving children. It states that the targets set out in 1990 in 'Children and Roads; A Safer Way' are already being met. The reasons for the success of the scheme are discussed. The programme was continuing with regulations banning unrestrained children from the front seat of a vehicle. Legislation passed in the last 3 years and improvements made to education and training are outlined. The problem of speed is then considered. The government's latest policy document 'Killing Speed and Saving Lives' is described. Topics include a) providing local authorities with funds for safety engineering schemes, b) the use of traffic management schemes, c) guidance on 20mph zones, d) the increased reinforcement of speed limits, e) the use of variable speed limits outside schools , f) revised guidance on speed limits and g) the 'Kill Your Speed Not a Child' campaign.
