In Japan, the Vehicle Information and Communication Systems (hereinafter referred to as "VICS"), which display traffic congestion and other traffic information to car navigation systems, have been in operation since 1996 and VICS users are increasing year after year. An in-vehicle VICS unit has a function to send uplink data to the traffic control centre via infrared beacons. The Tokyo Metropolitan Police Department (hereinafter referred to as "TMPD") embarked on developing functions to collect and store uplink data and calculate the travel time provided to road users based on these data. This paper reports the current status of uplink data collection and improvement in information provision accuracy. For the covering abstract see ITRD E134653.
