Improving operations through integrated traffic management systems.

The purpose of this paper is to discuss the development of integrated traffic management systems within metropolitan areas. The increasing population in urban areas also increases traffic volumes in all modes of transportation. This results in increased congestion and vehicle pollution which dictates the need for improved operations. Governmental agencies within the United States and elsewhere tend to provide for satisfactory traffic operation within their area of responsibility without a great deal of concern for the traffic operations of adjacent systems. Optimum traffic operations can be achieved through integrated traffic management systems. Integrated traffic management requires five elements to be effective. Firstly, there must be an integrated approach at all levels within agencies. This includes management, planning, design, installation, operation and maintenance. The way personnel in these areas view the total network and its management may be the most important aspect of the five elements. Secondly, there also needs to be an integrated application of personnel and funding resources. This provides the most effective way to meet the needs of the community. Thirdly, it is essential to exchange information between agencies. This includes historic and current (real time) information as well as information on future plans. Fourthly, in order to assure that motorists can move from one traffic control system to another and reach their destination with the least delay, it is necessary to integrate traffic control, surveillance and motorist information systems. Lastly, communication, cooperation and coordination are needed during planning, design, construction, operation and maintenance to assure that the integrated system will perform as required. The benefits to the public and governmental agencies will be significant as these five elements are developed and implemented. (A)
